Windsor Framework Changes March 2025

There are a number of changes to the operation of the Windsor Framework coming soon. These changes may impact businesses in Northern Ireland who receive goods from Great Britain. Read on for the important information businesses need to be aware of.

1. Goods moving from GB- NI


The 31st March 2025 will see the full introduction of the Red and UK Internal Market Lanes. Businesses who are eligible to move goods through the UK Internal Market Lane will no longer be required to submit a customs declaration or pay customs duty upon entry into Northern Ireland.

To use the UK Internal Market Lane businesses will need to be registered for the UK Internal Market Scheme and meet all eligibility criteria to declare goods "Not At Risk".

Businesses who move goods which are "At Risk" will move via the Red Lane. These goods will continue to be subject to customs requirements including the completion of customs declarations and where applicable the payment of customs duty.

2. Parcels

In addition to the introduction of the Red and UK Internal Market Lanes there are new rules which will apply to parcels being moved from Great Britain to Northern Ireland. From 31st March 2025 there will now be customs requirements on parcels entering Northern Ireland from GB.
