ICS2 - New Safety and Security Information System

ICS2 is the new safety and security information system for movements of goods to Northern Ireland and the European Union.

What is ICS2?

ICS2 replaces the existing Import Control System NI (ICS NI). ICS2 supports:

  • Lodging of pre-arrival Entry Summary Declarations
  • Notification of arrival of goods
  • Presentation of goods
  • Assessment of safety and security risks

Key Changes

  • Shipments must be identified as accompanied or unaccompanied
  • The vessel's International Maritime Organization (IMO) number is required
  • EORI numbers, names, and addresses of the carrier, importer/exporter, buyer/seller, and place of delivery are required
  • A Unique Transport Document Number must be provided
  • A 6-digit HS code and a detailed goods description are required for each item
  • Any additional information or supporting documents (e.g., licenses) must be included
  • Arrival and presentation of goods notifications are also mandatory under ICS2.

It is vital that all Safety and Security Declarations are submitted through GMRs.

Note: Goods descriptions must avoid certain restricted "stop words" which may cause your declaration to be rejected. Refer to the European Commission Stop Words list for details.

Deadline

The transition from ICS NI to ICS2 must be completed by 1 September 2025.
